COMANCO Completes Landfill Cell Construction for Longstanding Florida Client
Landfill construction may appear routine. However, landfill performance depends heavily on the quality of its containment systems. Every liner panel, seam, and weld plays a role in protecting groundwater, managing waste responsibly, and maintaining regulatory compliance for decades after installation.
As landfill owners continue expanding existing facilities to meet growing disposal demands, properly engineered and installed containment systems remain critical. A single issue within a liner system can create operational setbacks, costly repairs, or environmental concerns that are difficult to correct once a cell becomes active.
COMANCO recently completed another landfill cell for a longstanding client in Lake Panasoffkee, Florida. The project reflects the importance of experienced crews, strong contractor coordination, and consistent execution across repeat work at active landfill facilities.
Maintaining Consistency Across Multi-Phase Landfill Development
Landfill expansion projects rarely happen as one-time efforts. Most active landfill facilities develop new cells in phases over many years. This process requires contractors to maintain consistency from one cell to the next while adapting to changing site conditions and schedules.
This project involved installing multiple geosynthetic components designed to create a fully engineered containment system before the cell enters service. COMANCO installed:
- 657,007 SF of primary 60 mil textured liner
- 653,508 SF of primary 330 mil geocomposite
- 656,935 SF of secondary 60 mil textured liner
- 653,000 SF of secondary 330 mil geocomposite
- 656,935 SF of GCL
- 20,212 SF of 40 mil liner flap
COMANCO installed materials provided by AGRU and SKAPS to support reliable containment performance and environmental protection.
Each layer within a landfill containment system serves a specific purpose. The geomembrane liner helps prevent leachate migration, while geocomposites support drainage and fluid management throughout the cell. GCL materials provide an additional protective barrier beneath the liner system.
Improper installation can create risks that extend far beyond construction delays. Poor seam quality, improper panel placement, or inadequate preparation can compromise system performance and create long-term operational challenges for landfill owners and operators.
The Value of Experienced Crews on Repeat Projects
One of the most significant advantages of this project was continuity. Superintendent Alejandro Loza and his crew completed the previous two landfill cells at this site, bringing extensive familiarity with site conditions, construction sequencing, and client expectations.
That continuity often creates efficiencies that are difficult to replicate with new crews. Experienced teams understand how a site operates, how the earthwork progresses, and where challenges are most likely to occur during installation.
Repeat projects also create stronger communication between contractors working in parallel. COMANCO continued coordinating closely with the earthwork contractor, RCS Excavation, throughout the project. Maintaining that working relationship helped support scheduling, material staging, and safe work progression as construction advanced across the cell.
On active landfill projects, coordination between earthwork and liner installation crews directly impacts productivity. Subgrade preparation, weather conditions, and access limitations all influence installation progress. Contractors who communicate well and understand each other’s workflows can reduce downtime and maintain steady production without sacrificing quality.
Building Containment Systems That Support Dependable Operations
Landfill cells are designed to remain in service for many years. Because of this, installation quality becomes an operational concern that extends far beyond the construction phase.
Before a landfill cell can begin accepting waste, the containment system must meet strict engineering and regulatory requirements. Proper testing, documentation, and quality control help confirm system performance. These steps support approval before the owner places the cell into operation.
At the time of completion, the client was working through the acceptance process to begin using the newly constructed cell.
Once active, the completed cell will provide additional capacity for the controlled placement and monitoring of waste materials within a fully engineered containment area. Systems like these play an important role in helping landfill operators maintain compliance while protecting surrounding environmental resources.
Lasting Relationships Built Through Field Performance
Repeat work at active landfill facilities is often earned through consistency over time. Owners rely on contractors who can mobilize experienced crews, maintain quality standards, and work effectively alongside other trades in demanding field conditions.
This project reflects a longstanding relationship between COMANCO, the landfill owner, and project partners. Together, these teams have supported multiple phases of development at the site. Familiarity with the facility and established communication between teams helped support efficient execution from start to finish.
For landfill construction projects, successful outcomes depend on more than completing an installation. They depend on building containment systems correctly the first time, maintaining strong field coordination, and delivering work that supports environmental performance long after construction is complete.
