COMANCO Completes Landfill Liner Installation at Municipality of Juncos Landfill in Puerto Rico

Environmental containment projects demand more than technical expertise. They require adaptability, careful planning, and a commitment to quality, especially when weather conditions create daily challenges in the field.

COMANCO recently completed a geosynthetic installation project at the Municipality of Juncos Landfill in Puerto Rico, set against the island’s lush, tropical landscape and vibrant natural beauty. Surrounded by rolling green hills, swaying palms, and the rich colors of the Caribbean, the project delivers a comprehensive containment system that supports the facility’s leachate collection infrastructure while helping preserve and protect the island’s pristine environment and natural resources.

The completed scope included the installation of approximately 355,000 SF of 60-mil double-sided textured HDPE liner, more than 323,000 SF of geocomposite drainage layer, and approximately 355,000 SF of geosynthetic clay liner (GCL). Together, these materials form a critical component of the landfill’s long-term environmental protection system.

Managing Challenging Site Conditions

Located near a rainforest region, the project presented unique challenges throughout construction. Frequent rainfall, high humidity, and rapidly changing weather conditions required constant monitoring of site conditions to maintain installation quality.

One of the most significant challenges involved preserving subgrade integrity. Wet conditions can quickly impact soil stability, requiring additional preparation and maintenance before geosynthetic materials can be deployed. Maintaining a properly prepared foundation was essential to ensuring the long-term performance of the containment system.

As weather conditions shifted, crews continuously evaluated work areas, adjusted installation sequences, and coordinated daily activities to keep the project moving safely and efficiently.

Quality Installation Through Careful Coordination

Successful geosynthetic installation depends on more than simply placing materials in the field. Each layer must be installed under proper conditions to ensure the system performs as designed for years to come.

Throughout the project, crews carefully verified subgrade readiness, managed material deployment, maintained panel alignment, and conducted quality-control inspections to ensure installation requirements were met. Close coordination between field personnel and project management helped minimize delays and maintain steady progress despite weather-related challenges.

This attention to detail was especially important given the landfill’s location and the critical role the containment system plays in managing leachate and protecting the surrounding environment.

Safety Remained the Top Priority

Working on landfill slopes in wet conditions requires heightened awareness and constant attention to safety. Slippery surfaces, changing weather, and equipment movement all contribute to the complexity of the work environment.

Under the leadership of Superintendent Larry Graham, the COMANCO crew maintained a strong safety culture throughout the project. Daily planning, site assessments, and ongoing communication helped crews adapt to changing conditions while continuing to perform work safely and efficiently.

By prioritizing safe work practices alongside production goals, the team successfully completed the project while maintaining COMANCO’s commitment to protecting both its employees and project partners.

Supporting Long-Term Environmental Protection

The completed containment system serves a vital purpose at the Municipality of Juncos Landfill. The combination of HDPE liner, geocomposite drainage layer, and GCL helps prevent leachate migration and supports the facility’s ability to manage waste responsibly.

In Puerto Rico’s high-rainfall environment, properly installed containment systems are essential for protecting surrounding soils, groundwater, and nearby communities. The quality of installation today directly impacts environmental performance for decades to come.

Projects like this demonstrate the importance of experienced field execution, especially in regions where weather conditions can change rapidly, creating ongoing construction challenges.

Experience Makes the Difference

Completing this project required flexibility, planning, and a commitment to quality from start to finish. Despite unpredictable weather and challenging site conditions, Larry Graham and the COMANCO crew successfully delivered a high-quality containment system that will support the landfill’s environmental objectives for years to come.

As environmental regulations continue to evolve and demand for reliable containment infrastructure grows, experienced installation teams remain essential to delivering long-term performance and protecting critical natural resources.
