COMANCO Advances Innovative Closure System at New River Landfill in Raiford, Florida
Five years after completing Phase I of an innovative landfill closure system, COMANCO returns to the New River Landfill in Raiford, Florida, for Phase II.
Located in Union County in North Central Florida, Raiford is a rural community known for its agriculture and regional history. The New River Landfill serves surrounding counties and plays a critical role in managing regional solid waste. Additionally, the landfill protects the area’s natural resources, including nearby waterways and groundwater systems.
The project builds on an exposed geomembrane cap (EGC) closure system that COMANCO first installed during Phase I in 2020. This design eliminates the need for traditional cover soil and sod while maintaining long-term environmental protection. In areas like Raiford, where soil conservation and efficient land use are important considerations, this approach is particularly beneficial.
As a repeat client, the New River Solid Waste Association once again turned to COMANCO to install critical containment and gas management infrastructure that will support the site’s performance for years to come. The continued partnership underscores COMANCO’s expertise in delivering sustainable solutions that meet both environmental standards and the long-term needs of the communities they serve.
Progress Continues on Phase II
The project progresses under the leadership of Superintendent Jorge Gomez and Leadmen Segundo Alvarez and Lucas Aguilar. Crews are currently installing toe drains, followed with geomembrane liner installation on the slopes.
The project includes approximately 418,859 square feet of 60-mil textured HDPE geomembrane supplied by AGRU, along with landfill gas collection piping supplied by ISCO.
To date, the team has installed:
- 187,578 SF of HDPE geomembrane
- Approximately 1,660 LF of 2-inch pipe
- Approximately 1,116 LF of 6-inch pipe
Crews recently completed one of the project’s two planned sumps and continue advancing liner and piping installation across the site.

Phase II utilizes an exposed geomembrane cap (EGC) system featuring ballast trenches and an 18-inch offset fusion weld configuration. Unlike traditional landfill closure systems that rely on cover soil and vegetation, this design eliminates the need for soil cover and sod while maintaining the containment systems integrity.
The approach offers several advantages, including reduced material requirements, lower long-term maintenance demands, and improved accessibility for inspections. As landfill owners continue exploring innovative closure solutions, exposed geomembrane cap systems are gaining attention for their efficiency and long-term performance.
Having completed Phase I in 2020, COMANCO brings valuable project knowledge and continuity to the second phase of this specialized closure system.
