COMANCO Finalizes Wastewater Infrastructure Project Designed for Lasting Impact
COMANCO has successfully completed a vital Wastewater Treatment Plant project. Under the expert leadership of Superintendent Billy Wilson, Liner Superintendent Juan Ayala, and Foreman Arturo Cirilo, the team has finalized the installation of a high-performance liner system for the facility’s percolation ponds.
Sustainable Impact, Above and Below the Surface
The installation included 250,000 SQ FT of Atarfil 60-mil HDPE liner as well as a 16-ounce geotextile cushion layer provided by Skaps. These materials were carefully selected to enhance the durability and efficiency of the system, ensuring it meets long-term environmental and operational standards.
In addition to material installation, the on-site crew completed several earthwork and structural improvements to prepare and restore the site. Existing bottom vegetation was stripped and removed, the basin floor was over-excavated, and compromised slope material was removed to eliminate rock and organics. Approximately 5,700 CY of clean fill were imported for embankment reconstruction. Another 13,000 CY of clean sand was placed in the infiltration basin bottoms. The crew also formed and poured 10 concrete access ramps, with two located on each basin’s east and west sides.
Smart Planning with Safe Results
Superintendent Billy Wilson played a critical role in overseeing these activities. He managed the hauling subcontractor for import and export operations, as well as concrete placement by DB Construction. His coordination ensured the job progressed without delays or trade interference despite the site’s tight footprint.
Safety remained the team’s top priority from day one. As a result, this project was completed incident-free. This accomplishment is a direct reflection of COMANCO’s continued commitment to deliver quality results without compromising safety.

The successful renovation of the Rapid Infiltration Basins (RIBs) plays a significant role in the functionality of the wastewater treatment facility.
