COMANCO Advances on Sustainable Landfill Expansion with Multi-Layer Liner System

COMANCO is nearing substantial completion on a 14-acre landfill cell project in Highlands County, FL. Operations on-site include earthwork, installation of an advanced lining system, construction of the leachate force main, and installation of both the leachate collection and detection systems.

On-Site Developments

This project involved alternating five layers of geosynthetics, engineered for superior containment. To prevent the composite from being exposed for extended periods, the installation was completed in phases. The team began the layering system by placing GCL and installing liner over top, moving section by section. After the GCL and liner layers were complete, the crew used the same approach to place the geocomposite and geotextile. Finally, the placement of rain tarp completed the multi-layered barrier system.

As of July 14, the team has officially completed the rain tarp installation. With this milestone reached, the remaining work includes completing the site roads and sodding the surrounding stormwater ditches.

Layer by Layer

The total material required for the project amounts to 5,471,025 square feet, sourced from leading manufacturers including Solmax, SKAPS, and Viaflex. This includes:

  • 843,975 SF of GCL
  • 1,704,000 SF of Liner (Textured 60 mil)
  • 1,753,050 SF of Geocomposite
  • 333,000 SF of Geotextile (8oz and 16oz)
  • 837,000 SF of Rain Tarp (20 mil)
Operational Oversight

Due to the size and complexity of this project, a team of experienced Superintendents worked together to complete the job. Laying the groundwork was the first step in bringing this expansion to life. Superintendent Miguel Medrano led earthwork operations, establishing a strong foundation for the work that followed. As the project moved into the lining phase, Superintendents Martin Calderon and Pablo Medina worked closely together, coordinating crews and overseeing the geosynthetic liner system while maintaining quality and consistency throughout. To round out construction efforts, Superintendent Jose Mendez led the stormwater management portion, which plays a crucial role in protecting both the integrity of the landfill and nearby resources. Their teamwork and collaboration were essential to the project’s success.

Throughout the project, the team encountered several unexpected obstacles tied to existing site conditions, resulting in a series of change orders. Rather than letting these setbacks delay progress, the crew tackled each one swiftly and skillfully. Their ability to adapt without losing momentum on the original project scope speaks to their dedication and expertise.

Making a Difference

This landfill cell will provide continued support for the county’s growing needs. It will help ensure that waste is contained responsibly and that clean groundwater remains accessible to nearby communities. COMANCO is proud to be part of a project that delivers both environmental protection and essential infrastructure for the future.
