Highlands County Project Complete: Landfill Cell Infrastructure That Counties Can Trust
Highlands County has officially begun operating a newly constructed landfill cell, marking the successful completion of a 14-acre project designed to protect groundwater and support the region’s continued growth.
COMANCO completed all phases of construction, including earthwork, a multi-layer lining system, leachate force central installation, and leachate collection and detection systems. With the county now actively placing waste into the new cell, the project has transitioned seamlessly from construction to operation.

Built for Long-Term Environmental Protection
At the core of this project is a five-layer lining system engineered to prevent contaminated water from entering the groundwater that the surrounding community relies on. The system includes GCL, a 60-mil textured liner, geocomposite layers, and secondary containment, all designed to perform over the long term.
In total, more than 5.4 million square feet of material were installed, including liner, GCL, geocomposite, geotextile, and rain tarp. Each layer was installed with precision to ensure continuity, redundancy, and reliability across the entire cell.
