Highlands County Landfill Project Supports Long-Term Environmental Protection
Highlands County has officially begun operating a newly constructed landfill cell, marking the successful completion of the Highlands County landfill project designed to protect groundwater and support the region’s continued growth.
COMANCO completed all phases of construction for the Highlands County landfill project, including earthwork, a multi-layer lining system, leachate force main installation, and leachate collection and detection systems. With the county now actively placing waste into the new cell, the project transitioned seamlessly from construction into operation.

Built for Long-Term Environmental Protection
The Highlands County landfill project was engineered to provide long-term environmental protection through a carefully designed five-layer lining system. The completed landfill cell helps prevent contaminated water from entering the groundwater relied upon by surrounding communities and businesses.
The system includes:
- Geosynthetic clay liner (GCL)
- 60-mil textured geomembrane liner
- Geocomposite drainage layers
- Secondary containment systems
- Protective geotextile materials
In total, more than 5.4 million square feet of material were installed throughout the project, including liner, GCL, geocomposite, geotextile, and rain tarp materials. Each component was installed with precision and quality control procedures to ensure long-term reliability and regulatory compliance.
